PROJECT MANAGEMENT SERVICES
Under its Center for Transformational Development, the following institutions engaged OTi:
1. World Bank. The World Bank engaged OTi under the Project "Bicol River Basin & Watershed Management Project: Assessment of Financial Capacities of 33 Local Government Units & Development of Financial Management System”.
In line with the River Basin and Watershed Management Project of the World Bank designed to enhance livelihood and improved natural resources management by promoting coordinated and sustainable demand driven development activities in a river basin context, this pilot study was done. The World Bank has identified the assessment of financial capacities of the various stakeholders to implement and monitor the project in compliance with the Financial Directives of the Bank, and the conduct of other financial and management related tasks as vital tasks to aid the Bank to undertake project preparation activities of the River Basin and Watershed Management Project (RBWMP).
OTi did a comprehensive review of the borrowing capacity of the Local Government Units (LGUs) located in the Bicol Basin, including a projected 15-year cash flow taking into account that the LGUs might want to borrow in two or three packages. The review included a special assessment of the borrowing capacity beyond the limit of the 20% IRA(Internal Revenue Allocation) for the LGUs with income generating activities. In addition, OTi carried out a comprehensive review of the equity contributing capacity of the LGUs in the Bicol Basin. Based on the findings of these two reviews, OTI assessed the Government’s new cost sharing viability in the RBWMP.
Review Study of National Irrigation Authority (NIA)Restructuring [Part A] and Part B: Review of NIA Accounting and Financial Policies, and 10-Year Annual Financial Statement
OTi Consulting undertook a financial analysis and projection for NIA, considering various income sources and possible budgetary cuts. The analysis (Part-A) included review of pay scales and personnel policies in other comparable public sector institutions like MWSS and LWUA; reasons for differences in treatment, if any, from MWSS or other institutions; possible future financial, remuneration and personnel policies to be adopted for NIA. It then reviewed and carried out (Part-B) financial analysis and projection of NIA as an institution, including its incentive structure, under the revised NIA streamlining plan (including the optimum balance between the head office and Regional staffing and possible streamlining impacts).
2. Asian Development Bank. As part of its assistance to the Philippine Department of Education, OTi was engaged to train 820 public high school principals in addressing gaps in the performance of their schools by coming up with a project to close the gaps, using what ADB referred to as the High School Innovation Fund (HSIF).
3. Philippine-Australia Human Resource Development Facility. OTi was engaged to provide capacity building to the Davao City Chamber of Commerce & Industry in the area of Project Management.

The Hong Kong based acquiring company engaged OTi alongside another financial advisory services company to do an organization audit and diagnosis of organizational strengths and risk areas prior to finalizing its decision to acquire the 3 companies. After its 3-month engagement, OTi was engaged to facilitate strategic planning and cascading exercises throughout the acquired companies. Also part of the engagement was to provide culture-building interventions.
MERGER ADVISORY SERVICES

INDUSTRY CAPABILITY BUILDING
As part of the Singapore Government's Industry Capability Upgrading Program (ICAP), industries were given a development roadmap to upgrade their capabilities. - An example is a global packaged foods company . As a global player in the fresh and packaged fruits industry, the company has always penetrated global markets through the institutional or food service channels. Recently however, The company decided to enter the retail market. In this connection, the company engaged OTi to help assess and implement its market entry strategy into Indonesia and Vietnam. The service is part of a renewable annual contract to guide the company in its entry to both Indonesia and Vietnam. Using OTi's network of functional experts (in Sales, Marketing and Distribution), OTi assessed both markets for the best route to market. In both countries, the best route to market recommended was through distributors. OTi then probed the markets for existing distributors, met with them and screened them to come up with a short list. In consensus with the company, selection of the distributor/s was made. After the appropriate distributor/s was selected, OTi guided the client in preparing the Memorandum of Agreement, which eventually became the basis of the Distribution Agreement. OTi was likewise involved in helping negotiate the best possible terms and conditions. As part of the implementation stage, OTi was engaged separately to do Executive Search for the needed executives and managers who will run the country units. As the business units are organized and transition into start-up phase, OTi's service is concluded.
- Another example is the case of an Indonesia conglomerate. The company is more than 50 years in the business of processing natural ingredients into quality consumer food products. The company began with traditional health drinks but has now expanded to become a leader in the following product categories: nutritional drink, oral care, liquid milk, fermented milk, sweet water, herbal drinks, nuts, candies, wafer, biscuit & delicacies and cakes. The company first attempted to enter the Philippine market but failed in its initial attempt. After consulting with OTi, they have decided to reenter the market by first acquiring an existing distributorship company with nationwide reach. On a confidential basis, OTi has sounded off possible acquisition targets prior to making a recommendation to the Indonesian company.
